LATEST UPDATE FOR PETS TRANSITING THROUGH EU COUNTRIES:
Beginning January 1, 2022, any pets transiting through an EU country, even if traveling onwards to a non-EU country, must fully meet EU pet import requirements. This includes microchipping, rabies vaccination, rabies antibody titre testing and waiting at least 90-days after the blood draw date of the titre test before the pet may apply for exit permit with PRC Customs Bureau. Please plan ahead and begin departure preparation at least 6-8 months before the departure date.
LATEST UPDATE FOR DOGS ENTERING THE USA:
The USA CDC has introduced new dog import regulations in effect August 1, 2024. The USA CDC has rescinded the "Temporary Suspension of Dogs Entering the United States from High-Risk Rabies Countries” as of July 31, 2024. China is still classified as a high-risk rabies country.
For dogs traveling to the USA, after August 1, 2024, the major policy changes include:
- Dogs who do not have USA administered rabies vaccinations must now enter the USA through airports in 6 cities with designated animal care facilities (ATL, LAX, MIA, IAD, JFK, PHL airports)
- All dogs must be examined by an USDA licensed veterinarian and rabies vaccinated after arrival
- Dogs entering the USA must still have ISO microchip, rabies vaccination and qualified rabies antibody titre test (with blood draw date at least 28-days before entering the USA)
- Only after examination and rabies vaccination at one of the 6 designated animal care facilities may dogs may then travel to final destination cities and states
- A new USA CDC rabies vaccination and microchip certificate and dog import form will be required to be completed for all dogs traveling to the USA from China
- The temporary suspension has been rescinded and the USA CDC will no longer issue dog import permits.
Dogs traveling to the USA after August 1, 2024 still must meet existing requirements, including ISO microchipping, legally certified rabies vaccination, rabies antibody titre testing and a 28-day post blood draw date waiting period after the titre test. Dog owners must apply to the six designated animal care facilities to reserve appointment for an examination by a USDA licensed veterinarian and a rabies vaccination after arrival.
These regulations are very new and ICVS has been in contact with the USA CDC. We will be reviewing the new regulations coming into effect on August 1, 2024 and outlining the process for dog owners at the online information session on December 7, 2024.
Airlines are adding flights with carriers taking pets to EU, UK, UAE, USA, Canada, Singapore, Hong Kong, Japan and many more destinations!

ICVS pet relocation experts will share step-by-step instructions on the newest 2024 exit process, winter and summer blackout periods on pet travel, microchipping, vaccinations, rabies antibody titre testing, and other requirements to help you prepare for a smooth departure from China and an easy entry to your next destination country, AFTER the pandemic.

Please note that the Beijing Quarantine Bureau is now advising all departing pet owners to take their pets for the mandatory exit health examination at 7-10 days before the departure date.
The Beijing Quarantine Bureau now requires that all pets undergoing the mandatory exit health examination in Beijing must provide an official vaccination certificate (e.g., vaccination red book) issued by an officially designated animal rabies vaccination hospital in Beijing. ICVS can issue the official Beijing vaccination certificates for all pets allowing them to undergo the exit health examination at the Beijing Quarantine Bureau.
PRC Entry-Exit Inspection & Quarantine Bureau Latest Update:
Any dog that tests positive for heartworm will not be granted an exit permit to leave China. This requirement will now be strictly enforced at the time of the exit health examination at the Quarantine Bureau's officially designated animal hospital (conducted 7-10 days before departure). Please ensure your dogs are heartworm tested annually and are on year-round heartworm preventives. Heartworm is treatable but the safest treatment protocol may take six-months or more.
